About the Item
In Docking on the Shore of the Potomac River, H. J. Storm captures a quiet moment along the waterfront with an eye for both atmosphere and structure. The painting places the viewer at the edge of the dock, where two moored boats dominate the foreground. Their white hulls and upright masts create strong vertical and diagonal lines, drawing the eye toward the distant shoreline. Reflections ripple across the water in soft grays and blues, suggesting a calm day beneath a clouded sky.
Beyond the boats, red-roofed houses and warehouses dot the landscape, adding depth and context to the scene. A solitary vessel drifts further out, balancing the composition and reminding the viewer of the river’s steady traffic and purpose. Storm’s brushwork is lively yet controlled, with textured strokes that convey both the solidity of the dock and the shimmering surface of the water.
This painting reflects the timeless character of the Potomac’s working shorelines, where industry, travel, and daily life intersect. With its natural palette and considered detail, the work captures a snapshot of maritime history, combining documentary value with artistic vision.

The Impressionist Frank Myers Boggs spent his formative and mature years abroad and in 1923 became a naturalized French citizen. He was born in Springfield, Ohio, but moved as a young boy to New York, where his father was a newspaper executive. The artist began his career at the age of seventeen as a wood engraver for Harper’s, preparing illustrations for Harper’s Weekly and for an American edition of the works of Charles Dickens. It has also been stated that he studied with the portraitist John Barnard Whittaker (1836–1926).
After working at Niblo’s Garden in New York with a scene painter named Vauglin, Boggs went to Paris to study scene painting. Realizing that Boggs was not well suited to painting figurative subjects, his teacher Jean-Léon Gérôme (1824–1904) advised him to try some outdoor landscapes. Between 1877 and 1881, he concentrated on marine...
