Painted from the vantage point of the upper gardens (likely the Upper Barrakka Gardens) overlooking the harbor, the work illustrates the formidable fortifications that made this island the strategic home base of the British Mediterranean Fleet. The scene is bustling with maritime activity: the deep-water berths are occupied by numerous Royal Navy vessels, including transitional steam-and-sail warships and a troopship, while smaller local craft ply the waters between them.
