The composition presents a seated, serene, and monumental female figure personifying Equality, flanked by two busts styled after ancient deities or symbolic figures, wearing mural crowns, commonly signifying cities or states. These companion figures appear to echo classical fertility goddesses such as Artemis of Ephesus, reinforcing the nurturing and inclusive aspects of societal balance.
