Realizzato in lamiera d'acciaio, lo scaffale "Congresso" è una libreria robusta e discreta che può essere utilizzata su entrambi i lati, rendendola un'aggiunta versatile a qualsiasi spazio. Le lastre di metallo all'estremità dello scaffale sono posizionate verso l'alto e fungono da fermalibri. Lo scaffale è stato creato da Lips Vago, una fusione tra l'azienda italiana di fabbri Vago e l'azienda olandese di armadietti Lips, che ha progettato modelli per archivi e biblioteche, tra cui questo. La sua popolarità fu tale che nel 1968 ricevette il premio Smau Industrial Design.
