The sign names the street 'Ra'hel' (Rachel) in Jerusalem in both Hebrew and English letters (in transliteration).
The origin of the name Rachel comes from the book of Genesis in the Bible, where it appears as the name of a biblical figure - a shepherdess, the wife of Jacob our father, the daughter of Laban the Armenian, the sister of Leah his mother and one of the four mothers of the people of Israel.
