Milnes served as Dean of the College of Visuals Arts and Design at the University of North Texas from January 2006 to his retirement in August 2014, when he moved to Asheville, NC with his wife Karen, re-establishing Arbitrary Forms Studio there. A sculptor and ceramist, he served previously as Director of the School of Art and Design at San Jose State University in California, Director of the School of Art at Louisiana State University, and as Chair of the Art Department at Edinboro University of Pennsylvania. He taught at the Penland School of Crafts in 1972 and 1979.
Milnes is the past president of the National Council of Art Administrators and the National Association of Schools of Art and Design. He has served as a consultant or evaluator for more than sixty universities, colleges, and independent schools of art in the US and abroad and served in Dallas on the Board of Directors of the Business Council for the Arts and as Chair of the Community Advisory Board for KERA, the NPR station for North Texas. He was recently named a Fellow and Lifetime Member of NASAD and served on the Board of Directors of the Center for Craft in Asheville, NC and as co-chair of the Blue Ridge Public Radio Strategic Planning Committee.
He is a member of the Southern Highland Crafts Guild.

Frederick Hart's "Light Whispers" is the perfect name for this lucite sculpture that studies translucency's impact on the interplay of shadow and light. The nude woman subject is repeated several times, with varying degrees of revelation. About Frederick Hart
As one of America’s greatest representational artists, Frederick Hart left a lasting and unique mark in the world of modern sculpture. Born in Atlanta, Georgia in 1943, he studied at the University of South Carolina and after protesting alongside black students during the Civil rights movement, he moved to Washington D.C. to continue his studies at the Corcoran School of Art. Fascinated with the human figure and the classical approach, he started developing his career in 1966 as a stone carver apprentice at the National Cathedral in Washington D.C. Leaving the Cathedral in 1971, Hart started his own studio practice but had little success in the first years. In 1974, he was awarded the project by the Cathedral to create a contemporary interpretation of The Creation, an event that would change his life. Frederick Hart's 1991 “Transcendent” lucite sculpture is imbued with a truly sublime presence. Female and male figures emerging from the Lucite seem to appear and disappear within the work. This ghostly effect is created through Hart’s unique process of embedment, which involves casting one acrylic work within another. It is a technique the artist patented in 1982, marking the end of a decade of constant experimentation and progression and the beginning of a period of precise refinement. Consistent with his unique poetic vision, the inner, emotional, intellectual, and spiritual forces dominate the work. Imbued with a distinct sense of grace, this piece is a testament to Hart’s remarkable technical abilities and devotion to the craft.

Aluminum can-tabs chained together with safety pins are layered, massed and attached to an MDF backing creating a dense sparkling texture. The can-tabs are reflective, glinting in the light, catching the eye of those who pass by them. These shield-like, glittering wall pieces have the presence of valuable treasure, but closer inspection reveals that the treasure is made from can-tabs, one of many common disposable items that continuously pass through our hands.
